Censored Image Effect

1. Open up the image you want to censor
2. Select either the Elliptical or Rectangular Marquee Tool
3. Left Click and select an area around whatever you want to censor
4. Select > Feather: 5px
5. Filter > Pixelate > Mosaic: you may have to adjust the cell size depending on your picture
6. CTRL + D to Deselect
