Energy Blast Effect
- Create a new picture around 300×300 px
- Make sure your foreground color is black and background color is white
- Filter > Render > Clouds
- Filter > Pixelate > Mezzotint: Long Lines
- Filter > Blur > Radial Blur: 100, Zoom, Best
- Image > Adjustments > Hue/Saturation: Tick Colorize and pick your color
